Default i have revised an old question i have posted about registering my ATV,please help!!?

upon buying a new ATV from a dealership here in new york,it gets registered right at the place of purchase before it leaves the doors,at a fee of 30$(i think thats how much it was)so my ATV is registered,the registartion fee has since doubled in the last few years.one of the reasons it has doubled is because were(ATV'ERS)are being charged a "trail pass".now i dont live in upstate new york where there are 1000's of miles of trails to legally ride on,im 3 hours from there.so as im charged for a trail pass and no legal lands locally to ride on,is this a violation of civil rights(being charged for a trail pass and nowhere to ride)ive paid 7000$ with tax for this machine and cannot ride it anywhere,im not fortunate enough to own 100 acres of my own to ride my ATV.someone told me to sell it and buy a motorcycle,but i do not like motorcycles,i enjoy riding in trails through the woods,and most every time i do,im chased ** police like im a criminal,what can i do,should i just sell it?
