yes you need both before you ride a 50cc scooter. to ride a scooter without the cbt would be really daft - you will learn how to be safe on the road and it could save your life. you dont need a scooter, the people conducting the cbt will provide one if you dont have one, they will also provide helmet, gloves and jacket - just let them know what you need and most training centres will help you out.
