how to recive atv title?

ok i got a atv that was a wreck from a guy as a trade he said he would send the bill of sale and title in the mail but now he wont even return any of my call emails ect. i called the police to run the vin to make sure it wasn't stolen its not. so i have 2 questions and asking for advise first what can i do to register it or force the guy to give me the title or could i sell it to my brother give him a bill of sale and have him register it under his name? if anyone has any input or advise other than i should have got the bill of sale when i traded him please let me know

Sounds like a problem for the people's court! You should file a claim for that title. You need it to sell the atv, and for your brother to be able to register it or whatever it is you decide to do. Without a bill of sale you have no proof of even owning it.
