I bought an ATV and have a bill of sale that i own it but still waiting for a tile on it. What should i do?

The person i bought promised i would get a title for it in the mean time she left for a deployment and i cant get a hold of her. Went to her parents house and talked to her mom about it and she said she would help me on it. Now she will not return my calls or anything. I have no way of talking to anyone and need to sell the bike. What kind of Lawyer should i get? I need some help it has been about 4 months and i dont have any anwsers. Please help.
