Default My 2005 Polaris Phoenix ATV won't start?

I'm not sure what's exactly causing the problem. Its an electric start and I checked the battery with a voltometer and its fully charged. When I press the starter it makes a clicking noise and my lights go dim, and it doesn't have enough power to turn on the engine.. I thought the battery was bad but I tried it with a brand new battery and it still has the same problem. I checked the spark plugs, cleaned the air filter, and checked most of the wires to make sure they were secure. I'm not sure if something is wrong with my alternator or if there's a short in the cables somewhere. It happened a few days ago when I was riding and the engine just died, and it didn't have enough power to start it up again. Anyone have an idea as to what could be the problem?
