How can I convert audio to .at3 format so I can play them while playing ATV for PSP?

How can I convert audio to .at3 format so I can play them while playing ATV for PSP?

I noticed that downloadable tracks are in .at3 format. I checked out SonicStage, and it only outputs in OMG and OMA format. I looked everywhere for AT3 converters and I can't find anything. All I want to do is convert audio files to .at3 format then I can drag them to the appropriate folder on my memory stick. Where can I find something like this?
