...permission? Permission was granted ** another property owner who has access to the same right of way

Absolutely not - not your right of way.... but as you further explained in description it is a joint right of way...If it is a public right of way or a joint right of way then that is a different story.Public right of way - anyone can use itJoint right of way - requires permission from only 1 of the land owners.Hope this helps!!

I would say yes, it is a discussion between you and the other property owner, but if he give them permission then they have every right. He owns as much as you do. Have you tried to talk to the other person and see if something equitable can be worked out?

No. You must have the permission from all of the users of the right of way. If you don't, you could get caught for tresspassing. ATV's are known to tear up gravel driveways and yards so, that may be why owners are wary of giving permission. If you do get permission, be respectful of their property and offer to repair any damage you may do to it.

No, they may not, unless that "right of way" is a Public Easement of Necessity. I suggest you post signs that there is to be "No Trespassing", or "No Entrancy without Express Permission of the Owner".
