I sold a 4-wheeler to a jackass. he was suppose to make payments, well that lasted for 2 payments. Then he said he would pay me the rest when he got his tax return. He didn't!!! And now to find out he traded it off for some dumb personal items. What should I do????????

Small claims court and most cites that cost like 100 bucks plus sheriff costs to serve the joker a sepina

Take him to court. I don't know the suit limit in your area though.
