How to transfer a Certificate of origin for ATV?

OK, I bought a ATV from a guy last month and he said he had to order the CO, I got a bill of sale at that point and he has got the CO in, my question is, is there any way to get this transfered to me so I can title it without having to get him to get a title in his name first? Could I have him sign a power of Attorney form over to me then take care of filing for a lost title or transfer of the CO myself? Thanks in advance...
