Do you have to have a drivers license or proof that your 16 to ride a four wheeler?

I'll be 16 in September. I'm planning on riding on state land/trails. I don't have my license yet and won't have it ** then. I know that you could get a state id. What if I don't get a state id? I heard that the conservation officers can be strict. I want to make sure that they believe I'm 16. I definately look it. I'm not real short or anything like that.
