Spark Arrestor on CRF250R, What's The deal?

I have just bought a 2006 CRF250R, it has duel exhasut pipes(stock). I was wondering what a spark arrestor is and how to remove it.

All i know about them is, when you remove them you get more power.

But i want to know how.

So what is a spark arestor, how do I remove it and how much louder and how much more power is expected?
