Trouble getting Statement of Compliance for US motorcycle (Honda XR80)?

I bought a used motorcycle (Honda XR80) in the US from a private person and can't get it through the required Canadian inspection since the Statement of Compliance label is missing. Manufacturer used to issue you a letter that states the same but Honda USA refused to do that. They don't admit it, but they don't want Canadians to buy motorcycles in the US. Any help is appreciated.
