Default Kawasaki problems continue GT550?

Right, engine rebuilt.... compression tested... new plugs, caps and leads... sparking on all cylinders....

Engine starts without choke... and either struggles to idle , until warned up or holds revs...
When hot the and you switch the bike one and run the engine it reves up to 4-5tho and either stays there until i lower the idle speed and they drops, orr slowly drops after a few seconds down to 800-1500rpm. The idle speed goes up n down ** about 200 rpm.
Im getting a bit sick to death of this bike as i feel like im chasing a phantom problem
- coils fine
- valve clearances fine- although has developed a rattle on 3/4- but wouldnt cause the problems im having
- no air leaks
- no split diaphrams, no pin holes...
- replaced fuel tap diaphram

Only things i can think or now is carbs are defective- AKA scrap. Or the CDI unit is defective.

Another odd thing i ave noticed is if i flick the kill switch on/off the rpm needle 'twitches'
