Can I get ** with a 250cc Motorcycle in austin texas or should I get a car?

I am moving to Austin and selling my car. I am wondering if I should buy a new car when I get there or if I could get ** with just a motorcycle preferably something small 250cc as it will be my first. My only concerns are that I hear it rains quite a bit and is very spread out connected ** highways which are not ideal for low cc bikes
