You can't get more than a scooter permit for 50cc and under without a regular driver's license.

In Cali the starting age is 15.5

You just take the FULL motorcycle permit test. Most people with driver's license just take the small motorcycle section.

you'll have to be 15 and a half and have a parent or guardians signature as well as take the written test for motorcycles as well as a written test for general driving after passing both of these as well as a vision test at the DMV you'll get a permit ,you will also have to take a MSF course in your area and pass this after passing the MSF course you'll get a motorcycle license

In California anyone under the age of 18 must take the MSF course and pass it in order to get a M/1 endorsement and ride a motorcycle on the street
