I bought an electric scooter through a California Company and was told a Manufacturer's Statement of Origin (MSO...it's basically a scooter title) would be sent with the scooter. An MSO is required in Minnesota to license Scooters/Mopeds. The scooter was delivered without the MSO. I called the company and they said they would send it out....they sent something (information on their letterhead) and the DMV would not accept it as an MSO. It's been 3 weeks & no one from the company will get back to me.
I've paid for the scooter...they have their money....but I can't legally drive it so it is of no use. I talked to a friend of mine who is a lawyer but she said it wouldn't be worth my time and money because they're in California and I'm in Minnesota. Any ideas are welcome. Thanks! The seller refuses to complete the title and registration application. I even sent them the link for the Calif. app. AND offered to pay for it. |

If the seller can produce neither the title nor the registration, the buyer will need to show the following to Driver and Vehicle Services in order to title and register the vehicle:
Bill of sale signed ** the seller or sellers. Photographs of the vehicle taken from all sides. You don't need to take this step for utility trailers weighing less than 6,000 pounds gross. A written statement of facts completed ** the seller. It must contain the vehicle's year, make, model, and vehicle identification number. It also needs to have an explanation as to why there isn't any proof of ownership available and give as much detail regarding the history of the vehicle as possible. The seller must then sign the statement. A written statement ** the buyer saying that the buyer will need to defend the state against any claims of ownership that might arise. The buyer must sign the statement. The state may also require the buyer to purchase a surety bond to protect the state from any ownership claims. Of course, the buyer will also need to complete a title and registration application. |

Thsp ( Thespian?) Go to a large newspaper or one on the big city tv news stations. Many times they will take up consumer issues and negatively cast bad press their way. Here in Tucson it was called Ombudsman. It is usually free and often works. Did you pay with a credit card? Call the card company and tell them you were screwed ** these people. That also can work. Last call the attorney General in California and the Mayors hot line in the city of the shady outfit. Don't stop complaining. If a person actually answers the phone don't be afraid to resort to tears. Have a friend bawl if you cant. ALL IS FAIR IN WAR! Did you see the movie HOFFA? Remember Danny DeVitos poignant line...."if you won't take no for an answer, sooner or later the answer will come back YES.
