Do you own a Baha scooter? Where is the Federal VIN #?

The DMV cannot find the Federal VIN # anywhere on this bike! They found A VIN # but it's the not the federal one. Where is it?
I already have a VIN # on the metal plate found under a plastic square cover BUT it's not the FEDERAL VIN # I was told. Please help.

It Is Engraved On The Center Frame If You Were Riding Your Scoot It Will Be Right Between Your Legs, You Might Have To Remove A Plastic Cover
