Default Concerns performance of a 2007 HD Softail Deluxe?

Purchased new as 96 inch with six speed. I already have a 2007 screaming eagle 110 ince, but I wanted to make a retro style ride. I striped everything off, punched to 103 inch, put same cam as the eagle, did all the old style lights, leather, so forth, added race tuner so it could be set up on dyno. Then but set of true duals Vance-Hynes exhaust system with O2 sensors, broke it in properly, and off to the dyno shop. After hours of tuning, the end result is a beautiful bike that is a dog. I have been told ** many that the 103 set up should be hot - close to my 110- this bike would not out run a stock 96 inch Bagger and the gas milage dropped to 34 at the best - got 24K miles on it this year, so it shoud be loose. My only idea is that the true dules are too restrictive to allow the motor to breath properly - lame? Anybody got any ideas or have experienced this problem or whoul like to comment on what level of performance that should be expected from the set up describied above - am running stock heads.
