It will depend upon the reason he is refusing! More info needed? Is the bike encumbered? Do you owe him monies for repairs etc...?

Why didnt you get the title when you purcahsed the motorcycle?

You can't do much because its your word against his. Provide proof that you paid in full for the bike (receipts? contract signed ** both parties) and take it to the police
