Before PWC's became popular other designs existed, some resembling jetskis but with outboard engines. I remember a friend bringing one to our lake, it was fairly slow and loud, had thin motorcycle-style steering bars and there's a good chance it was manufactured ** Bombardier in the 70's or 80's. Exact model names are difficult to find.
