Having a problem with my Kawasaki 440 Jet Ski.

Has been working fine and suddenly won't start. The Spark plugs are dry and working and it has plenty of fuel. I have flooded it a few times, is this likely to be the problem? I have recently bought it after it having a complete over haul so it should be alright. Help?
