Seadoo RX 2001 DI engine help

I own a seadoo rx 2001 di and it wont rev up to max rpm but it will idle just fine its acts as if the beginner Key is in it I took to it the seadoo dealer and they looked at it for $100 but diidn't know what was wrong with it any ideas or suggestions thanks
