How do you legally buy a jet ski?

I live in NY and want to buy a used jet ski. Please tell me what I have to do make get this in my name and fill me in on all the paperwork need and what to put on the bill of sale. Also how does the sales tax work? Could we just say I bought it for $5 so sales tax would be barely anything? Please fill me in on everything in the process. thanks
