How to stop the leaking (arcticat snowmobile)?

the chaincase on my Arcticat 1990 Jaguar 440 is leaking. we changed the seals and re siliconed it. yet it still leaks. we have changed the silicone multiple times. one time it held the oli but now it wont. any ideas?sorces would be greatly appreaciated
