I am trying to buy a yamaha 1999 snowmobile from Vermont and bring it up to Canada. The VIN # has 9 characters

Customs tells me I need a VIN with 17 characters before they can run it on their computer. I own another yamaha snowmobile-1997- and it also has 9 characters in the VIN. Any ideas on why the VIN is only 9 characters and how do I find out about the 17 numbers.???
