Snowmobile shock won't move?

I just bought a 1996 Arctic Cat Cougar. the guy who i bought it from says that he put new rear suspension springs on it recently. This thing is like a rock! it refuses to move and i already moved it to the softest setting. Is it just because they are new and need to be worn in? or is it something stupid im missing?
