i'm a 13 year old boy and probably gonna fix up my uncles '95 polaris snowmobile. I live in northern idaho (redneck country) and we can ride 4-wheelers on the street and stuff but im not sure if you have to have a drivers license, or if i can just go and ride to the trails (i see people riding snowmobiles all the time but usually its older adults like 35-45)

No it is not legal for you to ride snowmobiles however you are in Idaho so the chances of getting caught are very very slim. It is ultimately up to your parents and the owner of the snowmobile. I used to ride them when I was 14 In California but the laws are the same in Idaho as California. You wont run into problems unless you crash it and then want to go through insurance for injuries or damage to the snowmobile.
